Why It comes -
The 633 error is a connection problem that appears every time you try to use the modem on your computer. It states "modem is already in use" and prevents you from accessing the Internet. This problem mostly appears when a device with incompatible drivers has conflicts with the modem driver on your computer system. The major software that causes this error is the Palm Pilot Software. With some simple troubleshooting steps, resolve this modem communication error.
How to resolve -
Follow these steps -

• 1-Shut down all currently running applications and restart your computer. Press "F8" repeatedly before Windows begins to open the Windows Advanced Options Menu.
  

• 2-Scroll down and select "Safe Mode." Press "Enter" to log into Windows Safe Mode. Safe Mode is used for troubleshooting and repairing system components.

• 3-Click the Windows "Start" button and select the "Control Panel." Double-click "Add or Remove Programs" to open the programs window. Click "Program and Features" (Windows Vista users) and select "Uninstall a Program" to open the programs window.
  

• 4-Click the incompatible software (e.g., Palm Desktop and Synchronization Software) and select "Change/Remove." Click "Yes" to confirm and uninstall the program from your computer.
• 5-Restart your computer normally to complete the process.

Error 633 is generated when the modem (or the phone you are trying to connect) is in use by other system. Check if the phone is already connected to other system or not. Or if there is any active session of internet going on in the mobile.

windows ? if yes, what windows, we cant guess that ever. (even linux uses and OS/2 on some)

no statement of what you are doing? PC do lots of things. endless.
my guess Ethernet cable fails>? using CAT5/6 cable?

if the modem is dead on 2 PC, wired
call the ISP it is their issue.
if the 1 pc ONLY fails on that modem
then that PC drivers are bad. if wired
if wifi 20 more things, complex it is ,ask if doing that.

Hi, please check if the date and time of your computer is correct, if not then correct it then close and reopen your internet explorer. let me know if that works.

The ZTE modem when initially connected to any system loads as a storage device which contains the software necessary to install the modem. Connect the ZTE and open it in Explorer. Double click the setup file (.exe) to start installation. Follow instructions and allow installation to complete. The modem is automatically installed during this setup. Once completed restart and then your ZTE functions as a modem.

it means that Caller's buffer is too small i hope that helps.

Here is a tip to work normally your modem, transfer it to another PCI Slots in the Motherboard and install again with the driver freeware provided. See to it that no other programs run on the system that interrupt your modem installation and diagnose it.
