When a cell phone displays an all white screen the problem is usually with the flex cable. The flex cable is what connects the phone's circuit board to the screen. With most phones, the flex cable is attached to the phone's screen. As such, you must replace the screen too. The screen for your phone (Nokia 7210c) with the flex cable will cost you about $10 on eBay.

UPDATE: I just talked with one of the other techs about your problem and he informed me that with your particular phone, replacing the screen may not stop your phone from displaying a white screen. He advises replacing the phone with a new one would be the better alternative due to the many variables that could be causing your phone's white screen problem. (ie., software, drivers, circuit board, flex cable, moisture etc.)
