The leash laws in Canada are pretty straight forward - aside from police dogs, all dogs must be kept on a leash in public. The only time your pet can be off a leash is when they are indoors or in a fenced backyard.

Before you actually start leash training, I recommend attaching a leash to your dogs collar while at home and letting your puppy get used to the leash being there. After a few days, you can then begin leash training. During the beginning stages, you should walk your puppy on the leash without pulling/jerking. If your puppy starts to pull on the leash, I suggest standing still. This lets your puppy know that you do not want them to pull on the leash. Always use positive reinforcement while leash training.
