This usually signifies a problem with the audio connection.
If it makes it without anything plugged into it at all, not even cables connecting to nothing, then that is likely a problem, but if it stops after you plug your MP3 player or whatever other sound input you have then you are fine. However if it always buzzes, if somethings plugged in or not, that is a big problem and you should try to return it.
If it does not make the buzzing sound while nothing is plugged in, then it is likely not a big problem. Check that the cable from your input device to the chair is firmly and securely plugged in on both sides, and that it is not damaged in any way. If you have a spare of the same cable lying around, try it out. Also, make sure you are using the exactly right kind of cable that is required, and make sure it's going into exactly where it should go.
It may have to do with the position and surface that your input device is on. It sounds really strange, but from personal experience, this is usually the cause of buzzing for me. Experiment with where you place your input device. Try holding it, placing it on the floor, on a table, on a shelf, etc. while plugged in and see if the buzzing gets louder/softer or changes in pitch.
