How do I get black marks from the sole plate of my rowenta iron 2600w

The black marks are burnt debris caused by splashing inside the oven. (Cling film usually stops this).
The waveguide cover, refered to as mica, has nothing to do with the actions of the magnetron, it is there to stop particles of food from entering the waveguide.

You might have too many things on the same circuit in your house or apartment.

Clean the orifices on the bottom of the plate with something small enough like a toothpick to clear out the holes on the sole plate.

Drain the water if don't need steam function, that's the best thing you need to do. Some iron when there is water like the one you use, when if its full on water really split out water, keep water in minimum or drain all of it.

Use a small screw driver and break out the tamper proof pins - I have done that in the past. You can also now buy Torx bits that are drilled for tamper proof screws.

Sometimes the arcing itself will cause black marks inside the oven. The places where the foil was melted, (touching), likely left small metal deposits, possibly now, impregnated in the surface. It is important to remove these if possible to avoid further arcing. Remove these then test to make sure the oven is functioning properly. If so, continue to use.
