Error code 99 indicates detection of a system malfunction. Try switching on the camera and while it is still switched on remove the battery. Leave it for about 30 secs then re-insert the battery once powered up switch the camera off wait 30 secs then switch it on again. This action sometimes will remedy this problem but failing that it may need a visit to the repair shop.
see to it there's no jam on parts mechanism inside, it need to reset to authorized service center or find reset button on the unit but not all slr have it outside some are located inside some dont have it
the lens
contacts are dirty - get a pencil with an eraser on the end, just
a regular old pencil with a red rubber eraser. Detach the lens from the
camera, hold it so that the lens’ gold contacts are pointing down and
lightly erase their exposed surface, cleaning them of any hand oil that
might have gotten on them.
Do the same thing with the gold contacts inside the camera body.
This is a bit harder but it’s doable: just hold camera so lens opening
points down so no gunk falls in. Erase lightly. I've used a lens cloth and
dabbed at the contacts rather than blow them so as not to blow the
erasings inside the camera. Works well for me....let me know how you fair!
Remove lens, CF card, and battery. Leave in a
dry and slightly warm place for 24 hours. Clean lens contacts with a
cloth or cue tip and eclipse/alcohol.
If the camera doesn't turn on after this, even without CF card
and lens attached, then it needs to go to a Canon service centre. Don't
tell them you got it wet, and maybe it will get repaired FOC.

Hi all
On most lenses the way to test if your old lens works on a cannon digital to set the camera to AV then set the iris to the small setting ie F16/F22 then use the stopdown button.
Things that might happen
1 The lens will close down OK
2 The error 99 will show, will need are rechip if avaliable
3 Nothing happens, will need a rechip
Q.Why will it work inside but not outside.
A. Inside the camera needs light so the iris is full open, outside the lens needs to close down and if not compatible it is unable to close down. will need a rechip
