I don't think it's a belkin issue I have the same one and I did buy another type and ended up taking it back because it wouldn't even pick up a signal whereupon I was told windows updates messes with them to which I thought er right but as it turns out it my belkin played up si I restored to before a critical update and hey it works again.
Try to check if the adapter has been disabled in the network sttings.Go to network and sharing center, on the left side of window select change adapter settings, now on the new screen if the network adapter that you are trying to use has a red x on the icon, click on it and above it some options should appear, select enable this device. Also you need to check in your device manager to be sure that your power settings are correct for all USB ports. In device manager (find it in the control panel) find the universal serial bus controller option and click on the arrow to expand selection. Go to each line that says USB root hub and right click , select properties, select the power management tab at the top and make sure that the box is unchecked that says allow the computer to turn off this device to save power. You will need to do this for every line that is titled USB host controller. I hope this was helpful.
