Lights flashing

Replace the lamp. The lights flashing will also indicate what is wrong. Watch how they flash. Go to the manufacturers website and they way they are flashing indicates what is wrong (ex. 3 quick flashes, long continuous flashes...etc.) When you change the lamp reset the lamp counter in the menu and clean or replace the dust filters as well.

Projection not large enough

Make sure that the projector is far back enough and also make sure you are running the maximum resolution from your laptop driver.

I put a new bulb in a sanyo plc-xu73 projector still no light how do i test the bulb to make sure its not bad

There's no test equipment for DLP lamps.
The only way to test the lamp is with a working projector.
I am a Tech many times, I can tell by a visual inspection.

If you purchased a cheap lamp, or from someone beside a Sanyo dealer then, you may have a bad lamp.

Just replaced two projectors in our main auditorium. Now we have a delay on screen when sending the feed from our cameras. We didn't have it before replacing these projectors...

I'd check the manual and see if you can take them off of the automatic setting which takes a little more time for the analysis of the signal. Possibly you can reset the default source to what you commonly use.
