No way, just replace the fan, make sure its not iced in, if it is iced in, get the guy who regassed it last time to come back and do the job properly, he should have looked for a leak and fixed it, then regassed the unit,that is the law. Hope that helps.
If all fans are running, but not compressor You could try to install 3 N 1 start kit, thats might help 50/50. If it will start compressor - be ready for compressor to go out soon. might work for a year.
It sounds like the compressor is locked (seized). The current overload is doing it's job by opening the circuit. Take a current reading, on the common leg, while the compressor is trying to start. The locked rotor amps (LRA) for that compressor will be indicated on the compressor tag. If it's drawing LRA while trying to start, you need a new compressor. Which is the costliest part in that unit and requires specialty tools to replace.
check compressor is turned on. if compressor is going, you either have a system or compressor fault and this is not diy
if compressor not going, possibly a thermostat fault. in this case put on fast freeze to confirm
