You most likely have a blocked pump. remove the front bottom panel from the washer. You will need some torx bits screwdriver to remove this. When you remove the plate you will see your pump right in front of you. It has a large removeable filter that you can clean out. Be careful, water will come out when the filter is unscrewed so have a pan or towels ready to catch it. You will probably have 3 or more gallons come out. Unscrew it slowly and catch the water then tighten back up untill all the water is gone. Good luck to you and I hope this will FixYa.

there are 2 components to the soap dispenser, 1 using liquid soap has a little tub that you dispense soap into and 2nd you remove the tub when using powder soap. I assume that you are talking about the little tub is filled with water. How this works is by adding water to the tub the level rises and siphoning empties the little tub. If any water remains it is due to water being added after the little tub has already emptied. That is not a big issue and will happen. Just empty the water or add some water to start the syphon process.
I have had similar situation with my top load washer over the years. It has been the timer 3 times and the water pump 1 time.
How I came up with it being the timer. The knob which you set it on the type wash you want. Put it on a different cycle and see if it completes the wash cycle. example if my washer is not working when I put it on heavy wash cycle I might put it on the casual wash cycle. If you change the wash cycle and it goes through the complete cycle it is probably the timer which is part of the knob you change for different wash cycles with.
If it stops when it is time to empty the tub on all cycles it may be the water pump which empties the tub. The one time I had a problem with the water pump it was a small piece of coal had the pump locked up. I never figured how it got out of the tub and to the pump but I put it back together and it worked fine.
It should not go into the spin cycle if the tub is full of water.
Two of the timers I bought cost 40 - 60 dollars. One was 140 dollars I bought a new washer that time because the washer only cost 220 dollars.
Could be several things. Check all the hoses, water pump, water valve also check if water is coming from the bottom of tub could be tub seal. Check that there is not a leak in the outer tub somewhere I had one that had a nail stuck in one of the holes in the inner tub and rubbed a hole in the outer tub. Have fun I hope this helps.
Remove the filter from the lower front section of the wash tub and clean it out. Then start a wash cycle with no dishes and no soap. Once the water fills and starts washing,open the door and pour 1 quart of white vinegar in the wash tub. Close the door to resume the wash cycle. Let the machine run a complete cycle to the end to help clean out the water ports.

That sounds like you have one of them fancy water saving outfits with a diverter valve that dumps the pump water continuosly over the clothes. Weirdest washer I ever saw. Could be the solenoid that opens the drain pump has failed. Don't know too much about em but I do have the service manual. Post your model number for a more precise answer. This may be a busted tub seal, but is usually caused by the outer plastic tub retaining grease and debris from previous loads. I would try running a hot water only wash cycle at full water capacity and adding a strong degreaser. This should emulsify any left over grease while also washing out the outer tub. If the problem persists, you may need to repeat the procedure. Remember that your washing machine transmission is located below the drum and tub assembly and is full of oil, but that oil simply cannot travel uphill.
The float switch in the tank is bad,also if water only trickles in your fill valve is going bad which will not let it fill all the way to start wash cycle. Fill tub with pot of water to raise float, if wash cycle starts,replace fill valve,if not,replace float switch.
