I actually don't even have a personalize option, when I right-click on my home screen I have; View, Sort By, Refresh, Graphic Properties (which I've gone through and I can't seem to see a personalize option) I have Graphic Options, New, Screen Resolution and Gadgets. Please help me, I have a Intel Atom netbook running Windows 7 operating system! This is driving me insane. :(

Right click on desktop go to properties, click on desktop tab and go to browse. From there you go where your foto are located, select the image you want and click open, after that click apply and that's it. This is for windows xp. For windows 7 and vista right click on desktop go to personalize and at the bottom of that window you'll find a tab named desktop background, left click on it and you can change your background from there.

From there you can use the "Browse" button on the top to find images you want to use. You can choose multiple images to load and set how often they can change.
