You need Visual Studio from Microsoft. Inside this visual Rapid Application Development (RAD) tools, you can use c++, c#, or basic language. It is lot of learning to become programmer. You can find SharpDevelop free programing studio if you want to learn more. With this program, you will need .NET packages on your computer. It is like JAVA from Sun (Oracle). It is copy from Microsoft of JAVA ideas. Like free NetBeans IDE for JAVA development. Inside studio you will have option for create New project. It can be grafical with graphical designer for draw some button, text input frame ... You will have properties for this objects, and possibility to write programming code. It is lot of learning to do real application. When you write some application you can compile it to exe output. Visual Basic is only simplest part of this technology. I had the same problem, to solve it I repeat the installation and when the message "Setup was unable to create the program folder" I went to installation directory "C:\Program Files\Microsoft Visual Studio" and I made a copy of the whole directory to another location in my hard drive. Then I back to installation screen and I accepted the message box. As it was expected original installation folder disappeared. I restored installation folder from the copy I had made previously. At last I created a short cut to "C:\Program Files\Microsoft Visual Studio\Common\MSDEV98\BIN\DFDEV.EXE" and started Visual Fortran from this shell without any problem. there are some temprore files of the V.S u have find these file and uninstall them
for example : c:\program files\ Microsoft Visual Studio
u have delete these folder manually
