The misconception is that you can calibrate a radio. You do not calibrate the radio. You tune the antenna. The calibrate knob on the radio is to calibrate the meter in it so you can check the SWR.
Looking at the schematic TR23 colector ties in with
the power switch ,check D22 it's a 9.1 to 10 volt
zener diode also check C11 an D21.
TR23 shows to be a 2SC1096 I would go ahead and
replace it.Be sure that the CB-PA switch is in good
working order;

Had fixed the same problem yesterday. My cobra worked when it wanted to, when it didn't it looked like you explained. I found out that on my cobra the blue wire on the mike connector was broken. When it disconnects, no sound. after soldering, everything works fine.
