Scan to PDF requires third-party software and linking that software to the HP Solution Center. The HP imaging software only saves to BMP, DCX, FPX, GIF, JPG, PCD, PCX, and TIF. You need a program like PaperPort or save the document as an image and then convert it to a PDF (using Microsoft Office, another Office Suite, or a dedicated image to PDF conversion program.)
I wish that I had better news for you. PaperPort can be found for $50 from some vendors after rebate.

unfortunately the following is from MS Word 2007 Help:
The From Scanner or Camera option for scanning documents and pictures is not available in Microsoft Office Word 2007. Instead, you can use your scanner to scan the document, and then you can save the file to your computer.
After you scan the document, you can use Microsoft Office Document Imaging to create a version of the document that you can edit. Important The first step is to install Microsoft Office Document Imaging, which is not installed by default.
