Well this is an interesting one; error code 80010514 implies a faulty installation of your firmware.
If you can still access it, try running the System Update (XMB > Settings > System Update).
If the update didn't work, you should backup the data on your PS3 using the Backup Utility (XMB > Settings > System Settings > Backup Utility). What we're going to do to WILL delete the data on your hard drive, so if you don't back it up it'll be gone forever.
Once it's backed up, turn off the console and start it up in Safe Mode. This link will show you how to access it. Start at option 2 and work your way down through 5. Each option will delete more and more data; option 5 wipes the whole hard drive, thus why we backed up your data.
I'm fairly confident that by using Safe Mode you'll be able to fix your PS3. But if it doesn't work, there's always the option to send your PS3 back to Sony. It'll cost 150$ if you're not under warranty, and you won't see your PS3 for a month or two, but they should be able to fix it. Here's a link to the Service Request page.
