Had this problem as well, restart then try it again.

When i bought my naruto shippuden 1st hand.. i installed it played it and finished it.
I bought a new ps3 and when i tried to install it, it always stuck at 24% and say that the data is corrupted and to play it i have to delete the data.
I delete it and try to install again but it keeps saying that is corrupted..
the disc has no scratch .
