Since you already tried another power cord (assuming that it was a working cord and for the exact same model). Then I would say your motherboard is dead.
There is only one way to find out if it is an issue with the printer or the Power cord.
Normally every HP printer has 2 parts. One cord connects the Printer to an Adapter. the Adapter cord then connects to the Wall outlet.
Now that you have connected the printer to working outlet, Check after 10-15 mins if the Adapter ( black box ) is warm or cold. If the Adapter is warm and the green LED light on adapter is glowing, then it could an issue with the Cord or the Printer.
Try with another Adapter or power cord to diagnose.
Please try removing the battery and connect only the power cord, and then try starting it. If it does not power up even now, then remove the power cord, I am assuming that the battery is removed already, hold the power key down for 10 seconds continuously (this will drain extra charge inside your laptop).
Not try connecting the power cord and power on, see if it works if not you can also try with a known good working power adapter for the same model (try borrowing it from your friend or neighbor who has the same model
If any of the above steps did not work then its time we called manufacturer to get it serviced.
The power supply AC adapter power cord is the same as used for PC power cord, local PC repair shop should have them.

If your computer won't turn on, try each of these steps:
Make sure that the power cord is plugged into a working wall outlet, and that it's properly connected to the power adapter. (To check if the wall socket is working, plug in a lamp or other electrical device.)
Make sure that the power adapter is properly connected to the power port on the back of the computer.
Disconnect all accessories that are plugged into the computer, such as a printer, hub, or iPod.
Reset the computer's PMU, SMC, or PRAM. Refer to the instructions for your model:
Try plugging a different power cord into the computer (if you have a working one available). If the computer starts up, replace the old power cord.
If the computer uses a power adapter, try connecting a different power adapter to the computer (if you have a working one available). If the computer starts up, replace the old power adapter. (Computers that use a power adapter include MacBook, MacBook Pro, iBooks, PowerBooks, Power Mac G4 Cube, and Mac mini.)
If you tried all of the steps above and the computer still won't turn on, contact Apple technical support (1-800-APL-CARE in the U.S.) or take your computer to the nearest Apple Store or Apple Authorized Service Provider (AASP) for diagnosis. If you plan to visit an Apple Retail store, make a reservation at the Genius Bar using
WIthout knowing the models of Mac and AC adapter, I can't give you as much help as I would like. Apple AC adapters come in many power ranges (40W, 60W, 80W, etc.). Although the plugs on them are identical, the power supplies are not identical. If you try to use a low-rated power supply on a laptop that needs more power, it won't necessarily work.
The other possibility is that the power circuitry in your Mac is just bad. Try it with a different, known-good adapter compatible with your model of Mac. If it still doesn't work, your laptop will need repair.
The power adapter does not have a temperature sensitive device, therefore it won't stop for overheating if not in consequence of a fault.
Try leaving the power adapter unplugged for about ten minutes. In the meanwhile also remove laptop battery and put it back. Connect it back to AC and laptop. Ensure that connection to laptop and power cord connection to AC adapter box are both well plugged. Before turning on laptop leave it connected for few minutes. If laptop still does not turn on and battery does not charge, then the AC adapter is faulty. A further test can be done using a multimeter to read voltage on AC adapter plug.
A replacement AC adapter is not expensive and can be purchased online. Try entering in Google your Toshiba model followed by the words "power adapter".
You did not state the model number. Kind of hard to find the correct adapter without that knowledge. Also which cord do you need, the power cord for the car, or the wall in your house.
