It's possibly the condensation sensor, you may want to try the suggestion here http://www.camerahacker.com/Forums/DisplayComments.php?file=Video%20Camera/Sony/Sony_DCR-TRV18_-_Error_Code..html. Basically their answer is to give it a whack to free up some gear or spindle. Seems to have worked for quite a few.

SOURCE: Handycam says C:31:22
error 31:22 means camera mechanism has error in take-up reel section and micro processor isn't receiving reel signal so it shuts down playback/ record function immediately. look into take-up reel section of mechanism.
SOURCE: Sony Handycam CCD-F77 won't power up
Sony F77's are known for bad power supply circuit boards. I have one that powers up enough to eject or insert a tape but will do nothing else. Recently I took it to a repair shop. Paid $30 to have it diagnosed but elected not to pay the extra $164-$215 to have the board rebuilt.
It is difficult to find people who will even diagnose these old camcorders, but the repairman said the shops that rebuild the boards get 10-15 a week because people really like the high quality of this particular model. I paid over $1500 for mine in 1983 or so and may yet decide to have it rebuilt.
The repair shop I took mine to is Westronix in Salem, Oregon.
SOURCE: no sound on playback
The S-video cable carries picture only. You need to also hook up RCA audio cables from the camcorder to the TV
