I cannot apply my downloaded themes o my personal laptop. how can I apply themes to my laptop?

if you have downloaded themes for windows 7 or vista then open th theme(generally are in rar or zip file) now as you click on that file you will here a sound from windows.(may be different in case of different themes) now go to personalize option on main screen to acess your theme(downloaded).. you can also download theme from windows7theme.net

Right click on the desk top in an empty area,Click personalize,click theme,use the selection panel to choose the theme you want,If it is not listed just click on browse and locate it from where you saved it and click apply.

Copy a particular theme file to "C:\Windows\Resources\Themes" folder. Now come back to desktop, right click, select Themes option, Browse for the theme file in the above path and apply the theme!

you can do a search on the Internet, there a lots of theme, wall paper, and screen save.
just download what you want and install it.
right click on any blank area on the desktop, select personalize, select Theme, or screen saver.
click on the drop down and select the theme or screen saver you want and click on apply and OK.

Step 1: Download Windows Vista UxTheme patch.
How to install
1. Login as a user with Administrative privileges -or- have Administrative credentials already.
2. Navigate to %systemroot%\System32
3. Right-click uxtheme.dll and click properties.
4. Take ownership of the file and close dialogs.
5. Repeat steps 3 and 4 for themeui.dll and shsvcs.dll
6. Right-click uxtheme.dll and click properties.
7. Give yourself (or group) Full Control permissions and close dialogs.
8. Repeat steps 6 and 7 for themeui.dll and shsvcs.dll.
9. Rename uxtheme.dll to uxtheme.old.
10. Rename themeui.dll to themeui.old.
11. Rename shsvcs.dll to shsvcs.old.
12. Copy patched files into %systemroot%\System32
13. Reboot the computer.
Step 1b: If you find the above too intimidating, download VistaGlazz and just run it, it automates the whole patching process so you don’t have to worry about it.
Step 2: Download a Windows Vista Theme and copy the theme to Windows/Resources/Themes folder.
Step 3: Right click on desktop and click on Personalize. From the page that pops up, click on Theme and choose your newly installed theme!

The error you are getting says that the theme can not be loaded because theme service is not running, so to start the themes service press WIN+R on your keyboard, type "services.msc" in the run box (without commas) and from the list that opens, find the theme service and start/enable it.
