Assuming you are using the correct rinse aid and detergent, my opinion is that there is muck in the drain hoses.

If you have cleaned the area under the filter plate and there is no difference, then I suggest you buy two Finish dishwasher cleaner kits from the super market.

Follow instructions on the kit and run empty drawer (one at a time) with the kit in it and at the longest cycle which will ensure a temperature of atleast 60deg.

See if there is any difference.

Why is the swing arm that is under the upper drawer not getting any water?

The pump may have failed, or the pump intake (under the lower drawer) may be clogged with crud from years of washing dishes. It can be removed for cleaning, although it's not a super-simple job.

Powdery **** left on dishes after wasing

If you live in a region with hard water, dishwasher detergents don't work very well anymore. The govt outlawed phosphate as an ingredient in detergent. Weird but true. Look at this map to see if you have hard water. If so, try cloudydishes.com

The upper and lower dish drawers leaves a puddle of water under each (maybe 6" in diameter) after the shortest cycle. There is a small amout of water left in the clear protective housing on the underside...

The drawers slide on a pair of rails on each side of the housing.

see installation manual page 7 to find out what you need to do to get the drawers out. The instructions are for an older model but it should be similar setup for your model.

The dishes are coming out all cloudy and seem to have a film on them. It is a powdery substance that will not wash off even by hand. It is ruining my dishes. It doesn't matter what soap I use.

Be sure to use a good quality detergent or tablet with rinse aid built in... but before that I would go buy a dishwasher cleaning solution. These are usually in a bottle and you just sit the bottle in the dishwasher by itself (with no other dishes) and run a normal washing cycle. The cleaner will clean the inside of the dishwasher, including the drain area and help produce cleaner dishes thereafter. This should be done every 3-4 months as standard.

Dishes not completely drying and white powder residue left.

Do you have a water softner? If so you are using to much soap in your machine. Go to wal-mart and buy a container of dishwasher clean ( it is by the rinse aids) run that through to remove any excess soap and then cut down on the amount of detergent that you are using. 1-2 tablespoons only.

Having a problem with a white powdery substance Model 17602

The sump may be full of debris here is how to check it:

ok in the dishwasher you will see you lower spray arm. take it off. now going up the back is the supply tube. you need to pop it off of thed top then the back and turn it clockwise to get it off the motor. after you do that you will see 4 torx screws. take all 4 out and you will be able to remove the fine filter. thats the normally grey piece with all the slots. after you remove the filter you will see two more torx screws. remove them they are for 2 seperate pieces one is the foreigh food seperator and the other is the chopper cover. remove both of them and clean the whole thing out. as yiou are puytting it back together. let me know if you get stuck
