It will take 3 to 4 hour to charge new E5 phone; only and if the connection and voltages are properly in th eline any fluctuction may take few long hour.

If the lights have gone out, you just need to replace the fuse for a new 5 amp fuse or fuse wire. This is assuming you don't have a breaker fuse? In which case, you just click it over from OFF to ON.
Make sure your plug circuit fuse is 15 amp fuse.
Time taken on charging is dependent on a few things, but never the electricity supply. It is dependent on;
the quality of the charger the condition of the phone battery itself the age of the phone, make and model

is the white tab on the battery turned pink??if so,you have water damage otherwise try a new 5 volt 2 amp charger and new battery,if nothing then your motherboard is bad.
go to radio shack or local dollar store and take batterie with you get the clerk to find you a new $3.00 - $10.00 batterie
take the batterie home place it in phone plug it in to phone replace cover over batterie place phone on charger after 4-5 hours on the charging cradle try to use it if it works

It looks like battery is damaged... When plugged in to charger phone shouldn't power on. Try put it on charger when on and see if charging icon appear. (top right corner-battery status icon should change -insted of battery to charging.) Battery is fully charged after cca 4 hours, 80% after 2 hours.
