If you have a Galaxy Tab E with cellular service, try looking for the manual from that provider. Looks like a valid model - e.g. portableone.com is selling it, but to verify, check the About information on the Settings screen. Samsung should be able to track it using the tablet's MAC address. Try Samsung Global in case this model is one sold outside North America.

to get a page printed by your samsung galaxy tab you need to open the page you wanted to be printed and the select a printer your icon at the top of your screen then the tab wil automatically detect the printer will give you the print of the required page. Not sure Samsung is pressing you ti use one of their apps, for Facebook otherwise you could try to download it from the Samsung App store to from the Google app store.
There is also a way to open a page in your browser, but could become annoying when it closes down every time you exit the browser.
The manual is available on the product support page for the Galaxy Tab 2 7.0: http://www.samsung.com/us/support/owners/product/galaxy-tab-2-7-0-wi-fi . Scroll down and click on the Download button for the manual. You will need to accept the Samsung Terms of Use before you can download the manual. Samsung doesn't seem to list a manual for the gh69-15226d.
Galaxy Tab is not running on OS 3.0 (Honeycomb), that is running on the Xoom only.
Samsung would have to release an update for your Tab themselves. Google makes it available and only Samsung can make that decision.
