Frozen or stuck from storage. move handle back and forth rapidly till you feel it engage. spray mechanism w spray Not oil. belt will slip. use water displacement such as wd40
Assuming this is a lever actuated deck (not electric p.t.o style) I would be checking the belt pivot tensioner assembly which the cable would be hooking to a lot of times moisture will get between the pivot and the deck and rust up not allowing the heavy return spring to slide the pivot back removing the tension from the belt. If you spray the pivot with a good lubricant and hand work the pivot tensioner back and forth it should loosen up. Usually it's the other way around and the 1st time of the year you use it you can't get it to engage.
The blades engage via a belt, that goes around a series of pullies, one of those pullies is a tension pulley that is connected to your pto lever by springs, the engine has nothing to do with your blades until after you engage the lever, I would check your belt. It could be loose, and if you engage the blades it could take it a few to get up to speed, thus making it seem like its only when the engine is warm. Does everything else work fine? As in the tractor moves when the blades are not engaged?
If this is a manual engagment system all the lever does is to pull a jockey wheel into the back of the belt to tention it thus starting the blades to turn, so either the cable is jammed that pulls the jockey wheel in, or the jockey wheel arm is seized and needs freeing off to allow the jockey to to move to the relaxed position.
By lower belt i suppose you are reffering to the drive belt or the blade deck belt, either way these belts are usually tensioned by a spring loaded idler pulley. If the belt is still too loose even with the pulley tensioning it, it may be time for a new belt (that one may have streched out a bit).
Lever that adjusts height does not make blades turn. You need to engage the blade lever and if you can not tell if the blades are turning then they probably aren't. check belt it could need replacement.
