Chatted with a Sony tech who told me to do the following which worked for me:

Log into the computer as the Administrator.
On the computer, browse to the C:\Windows\System32\drivers\etc folder.
In the etc folder, open the hosts file using the Notepad software.
At the bottom of the hosts-Notepad window, delete ::1 local host line from the file.
If there is a # symbol before the 127.0.0.1 IP address, delete the # symbol.
On the hosts-Notepad menu bar, click File.
In the File drop-down menu, click Save.
Close the hosts-Notepad window.
Next, try to open the Bloggie Software on the Computer.

SOURCE: I am attempting to download

I'm sorry that you're getting the error message when trying to install the software from Sony Support page. Most probability, the issue is related to Google Chrome.
Hence I suggest that you use a different web browser to install the software and it should resolve the issue. You may also uninstall Google Chrome and install the software and later install the Chrome again to resolve the issue.
Please let me know if you require any clarifications. Thanks for understanding.

SOURCE: I have an MHS-TS20 Sony

I'm sorry that the Camera is not turning ON. Based on the information you have provided, it seems that the Camera is not charging. Please follow the steps and check the operation.

Please connect the Camera to a different USB port on the Computer. Press and hold the power button for more than 5 seconds and check the operation. Try connect to a different Computer if possible.
