First I would see if they are overly dusty. If you open the case and blow the dust out with compressed air, this can help.....fans can sputter quite a lot if they have an excess of dust which happens all the time.

If getting rid of the dust does not help, it is likely to be either a power issue, or a controller issue.

so....next, try re-seating the power cables that come off of the sputtering fans, and make sure they are plugged into the right spot on your motherboard (your motherboard manual should have this diagrammed) and make sure they are fit snugly to the connector. The fan could also draw more power than your power supply can handle, therefore you could be in line for a new power supply.....if the fan worked well previously and just started this sputtering it could be due to a new piece of hardware (have you upgraded anything?) that could be drawing more power from the power supply.

If neither of these is the case, many motherboards and chipsets have built in fan controllers...Basically they are supposed to automatically adjust the speed of the fan based on how hot it gets inside the case. This keeps the fan on lower power (and thus quieter) until it gets to a point where it has to run higher because of more heat. These controllers can sometimes go a little haywire, or the heat sensors can fail.....you may be able to enter your system's BIOS and manually change the fan settings to prevent the sputtering.

If it is not dust or power, you may have an issue on your motherboard which is a larger problem, that you may want to have a local tech look at. (if you feel the PC is worth fixing for what they will charge you)

I have a a Luxair kitchen extractor fan which is pulsing and lights are stuck on

If this is a "Timed run-on" fan then the fault is almost certainly on the small Printed Circuit Board that controls the Fan.

There are two Electrolytic Capacitors on the Board: A 47uF@16V near the timer Control Pot which fails giving a symptom of pulsing or hunting. The second is a 350uF@16V which is near the 14 Pin DIL Chip and controls the run-on timer duration. Both components are easily replaced and this will restore the fan to full function.

P0320 means that an ignition pulse that's supposed to fire a spark plug was missed. It could be as simple as a chafed wire under the hood. Watch this video:

THe pulse is generated by the crank shaft sensor, then it goes to the ECM, then to the injectors.

I have a coleman powermate pulse 1800ex generator. It stutters when put in the run position. when in the choke position it doesnt stutter.

your main jet is plugged shut off fuel, remove bowl from carb(bottom of bowl) clean out small holes on screw with stranded wire .2 holes on side on in middle. be sure to put fiber washer back between main jet and bowl and use fresh gas jor

Brake pedal pulsing is either ABS working or discs with excess "runout"

Radiator fan not working, check fuses, connections to fan, ?faulty thermo fan switch, faulty fan motor.

2001 BMW 330ci Blower Fan quit working

sounds like the resister for the fan is failing. it is located under the dash on the duct work for the blower (fan). you will see two wires going to it. unscrew the bolts or screws that hold it in and replace it with a new one. it should work fine after that.
