Is it a new computer you have? or a new installation of windows? you may need to install the current VGA driver for you pc.... but try this first
THE FOLLOWING IS STEPS ON XP. OTHER VERSIONS OF WINDOWS MAY VARY
right click on your desktop - go to properties
click on the "settings" tab and then go to Advanced
Click the "monitor" tab and you can change the refresh rate in there - up the refresh rate if it will alow you, failing that, rather than the "monitor" tab , have a look if there is a tab that relates to your VGA driver (usally on the back row, its a long tab called Intel graphics, or ATA graphics or something like that)
that usually has an option for refresh rate. if there is no option to change refresh, i.e. the only rate you can choose if 60 Hrz for example, then your best bet is to download the graphics driver from the vendors website

Inspect where the dark streaks are on the television. If the streaks occur at the same place on the top and bottom of the screen, they are due to the formatting of a movie or television show you are watching. This is normal. Also, if the streaks appear on the left and right of the screen, they are due to the show being filmed in full-screen instead of wide-screen. This also is normal.
Change the input setting so you are viewing the contents of a different device. If the dark streaks are gone, you know they are due to the device connected to it. However, if the dark streaks remains no matter what input the TV is connected to, the problem lies with the television.
