When put at full throttle the tractor back fires, starts bucking and then dies, can' t recover by messing with the throttle. Must choke it to restart. We think it may be the governor as it will run nicely 1/2 throttle. We dont know how to set the governor. We have new Carb, Fuel pump, Fuel filter, air cleaner, clean gas tank. Wont keep running at full throttle. This is a 14 horse power kohler engine -Power King garden tractor

Ok I assume what you are trying to say is that once it starts with the choke on and you turn the choke off it dies. This behavior usually means that the engine is leaning out. This means that it is not getting enough gas. Often if you put it back to choke fast enough it will keep running though very roughly. The problem is the main metering jets are plugged or there is some kind of obstruction in the carburetor. This is assuming of course that the tank is full of gas and the fuel filter is clean.
Mine did same thing, need to manually adjust choke. If you raise hood and adjust your throttle you will see that when you press up to choke that it actually hits & pushed in choke. But when you back off if it is like mine the choke doesn't come off, so I manually pulled choke to off & mine started right up. I am still trying to find how or where cable came off for the choke to be adjusted by throttle lever. That is why I was on here looking for photo of engine.
It may still have some water in the tank/system or the spark plug is no good.With a full tank of fuel,add 200ml of methilated spirits.It breaks up any moisture and lets it burn away.Also,with the motor out of gear,run the bike at higher revs and close the choke fully on and give full throttle at the same time.When the motor starts to die,flick the choke off.This can sometimes unclog a carby jet that may be slightly blocked because with the air choked,it gives a sudden **** off fuel.This may/maynot fix the bike but it the 1st thing to try before paying a dealer and it can't hurt anything.Hope this helps you
Usually there is a combination choke on the throttle, when you put the throttle all the way up it sets the choke and once the engine fires you idle it downa little to full throttle.
You may simply need a new fuel cap,vacuum in the tank will rob your fuel and stall it engine,try taking off the fuel cap and see how it runs.If this does not help you may need a new fuel pump,which runs off of crank case pressure and should take over from the choke once the tractor has started.
I have 2009 lawn tractor that will not start (from day 1) unless I use a small squirt of start fluid into the air cleaner area. Nothing else seems to work. The battery will run down before it starts. Once engine is warm it starts great. Love the tractor, hate the starting problem. Elevation is not a problem in michigan.
replace the spark plug first then go from there, try starting fluid if flooded but also as soon as it fires during starting pull back the throttle off choke sometimes you don't want to give the unit full throttle when starting 3/4 throttle is good enough
