The damper-vent door behind a plastic grille in the bottom of the rear area of the refrigerator compartment between the refrigerator and freezer compartments is not opening to let cold air into the refrigerator from the freezer compartment,it can freeze shut from condensation,the damper motor (if run by motor) can be bad,or the power to the motor can be absent,check it,then try adjusting the temperature control and watch this door/flap for movement

What exactly does the damper door look like? LIke a "flap"? How big would it be?
What would the motor look like?
