I took the sim card from another phone and inserted into the motorola razr. The razr reads all my phone book but I cannot dial out. When I dial a number the message says, call failed not registered. Previous phone and this phone are and were used on the same network.

You need to first add new contact this will format sims card after doing so u should be able to go in and find all contacts your pics work the same way.
It may be caused that when you take out sim from old phome it has damaged, try for old one is it still working? if not then your sim is dead, also old phones made SIM-s to be bend and such SIM-s have difficlt electrical connection with new phones.
Also find if "this sim only" is activated in your phone.
It must give you signal, Insert sim card, or insert proper sim. If insert sim card warning card is damaged or have not enough good connection, if another, then this sim only is activated you first you must unlock it to work .
yeh it seems that ur sim card is no more working. it happens sometimes instantly. u have to use a duplicate sim of the same #. if u want to keep this #.
The razr that i had could only store 4 numbers on the sim card, your phone book is stored on your phone's memory not your sim. I'm pretty sure that you cannot transfer your phone book over to your sim card.
