I suspect the message is coming from a Telephone exchange .
A Telephone exchange works by switching your call based on what you dial in as a number it records the whole phone number switches the path of your phone connection to the next path.
(modern exchanges of today record the whole b- number and pass it via c7 signalling on a PCM control channel to the next switches along the route)
(Old step by step exchanges use to switch a call on each number dialed via electro-mechanical rotary switches)
So if the phone of your friend was left off the hook the computerised switch would detect this and time out the phone line to free up the switch from waiting for numbers to be dialed.(This saves computer processor time in the switch)
The switch that your friends phone is connected to would mark your friends phone as unavailable if this was the situation.
When you phoned your friends phone the switch would connect to an RVA (recorded voice announcement -1) and the RVA identifies the switch
switch 1-1015-5.
if it is a mobile phone and it was switched off a Mobile switching centre would detect this and mark the mobile phone number in a special mobile phone database that is was switched off or out of radio range. When you called the mobile number a RVA would be switched in that says "The number you have called in either switched off or out of radio range " then a pause and then in a fainter sound the switch name would be announced.

I am not a phone installer and we have another vendors' phone system here at our work.
It can be *extremely* difficult setting up these phone systems, even with a manual.

The default password is the last seven digits of your phone #. Once youve accessed that follow prompts to set up.

The DFX-8500 uses a series of beeps to identify errors and error 6 relates to carriage load measurement. This error causes an auto power off after 12 seconds.
Parts that can effect this error are:
PW Sensor - defective
CR Motor - Defective
CR Encoder sensor - defective

Check that you are using your local answering machine on phone, and not a message recorded in phone provider company service. For example if you are using AT&T check that you are not using the message recorded on At&t, in tht case you need to set up service by phone.

If you're trying to get 5 handsets to work with one base, it won't work. The 4215 can only handle 4 handsets, the base handset plus 3.
When I had to replace the base of my 4 handset system, the base handset still worked. Therefore I had an extra handset which couldn't be used. So I decided to buy another base. Now I have 6 handsets which can be grouped 4,2 or 3,3.
