"You should change your furnace filter once a month in the winter season and your central air filter once a month during summer months.
If you run your heat or air every day and night, have pets, or your home collects a large amount of dust, you may need to change your filter more often during very hot and very cold months.
If you use disposable filters, it's really not worth vacuuming them to reuse them. They are inexpensive enough that you should replace them instead.
Disposable filters don't work as well after only being vacuumed and they are usually in a cardboard frame and therefore don't wash well.

Before you take out the filter, however, vacuum the outside and around the filter encasement. After you remove the filter, you should vacuum behind it, too, to catch any stray dust and particles.
Replace disposable filters with new ones."

Your filter is probably restricted and is not allowing enough air to pass through. Filters should be cleaned frequently (some after each use) and replaced about once a year for most models.

Where do the filters go?

You didn't state what model so I can't answer where your filters go. Most vacuums have 2 or 3 filters that need cleaned frequently and replaced when they become restricted. Air must pass from the nozzle at the floor through the dirt cup or bag and filters and through the motor to keep the motor cool, then exit the vacuum back into your home. Clogged filters will shorten the life of the motor and your vacuum won't have near as much suction and airflow. If your vacuum is bagless You most likely have one or two filters filtering the air between the dirt cup and the motor intake to keep dirt and grit from being sucked into the motor which will cause premature failure. There is usually a HEPA filter filtering the air coming out of the motor. if you are seeing a lot of dust on your vacuum that is a sign you may need to replace the filters.

It seems there may be a clog or something obstruction the air and dirt flow. Start at the bottom by the brush roll and follow the air path through the vacuum to try to locate the obstruction

the white powdery stuff is minerals, use a vinegar solution to warm water 1 part vinegar to 4 parts warm water. let it soak in the humidifier overnite or during the day and rinse with warm water. You could also use clr using bottle directions.

Lost suction after I changed the bag and cleaned the air filter

The bag has a cardboard collar with latex. It must seal over the inlet. Make sure not to tear the bag when replacing.

Is the cover closing properly? The cover seals against a gasket. The same with the filter.

Eureka 4331 (Boss Lite) vacuum doesn't pick up dirt anymore

I no more use Eureka 4331 (Boss Lite). But the most common reason for not picking up dirt might be the vacuum bag might be full. Need to be Clean or replace as recommended by the manufacturer or The air filter traps particles as the air travels through the vacuum cleaner. If the filter is clogged, the vacuum cleaner will not have proper suction. If your vacuum filter is clogged, refer to your owner's manual for cleaning instructions.
