It's like a blind setting or commentary setting. I want to take it off and watch my dad normally

You asked,
" Its like a blind setting or commentary setting. I want to take it off and watch my dad normally."
I can't make sense out of this question.
Are we getting a partial conversation here? Is this part of a discussion that you started with someone else?

We have running commentary in the background of programs

Sounds like you may have accidentally set the SAP on your TV, or you have the commentary track set to on on your DVD player.
In either case, easy fix. If you have a SAP button press that and see if it helps. If you do not have a button there should be a setting under sound in the TV menus.
For the commentary on DVD you should be able to go into the DVD menu and select Audio/Sound and make sure commentary is not selected.
For any further assistance I will need more information on your issue

How to stop blind commentary on my samsung tv

Press the button marked "CC" at the remote control, once to stop this. If there is no such button on the remote control, enter its menu, and select the Closed Caption option, and make closed caption function to OFF, if it is set to ON now.

How do I turn off commentary for blind on Sony Bravia TV

You're asking about how to stop the closed caption option, I assumes and posts this solution. Check whether thee is any button in its remote control marked [CC]. Press it once, if it is there. If there is no such button, you have to enter its menu, and select functions. Find out whether Closed Caption function is On. Made it OFF.

How do i remove the commentary on my samsung lcd tv monitor, this guys voice tells you what is happening in the programme, it may be for people who are blind but i want to take it off can you help me it is...

First off I need the exact model of the tv. Depending on if you have closed captioning on the monitor or on the source you are outputting to the monitor. Just turn Closed captioning off. If it's a dvd player make sure it's off on the dvd player. If it's a cable box make sure it's off on that. If you need further assistance let me know.
Thank you,
Lee

Commentary

Make sure that the closed captioning is turned off. For text and for audio i would suggest check in menu in the audio section for possibly SAP (second audio program) or something similar to this to disable that feature. Let me know how it goes. Jay
