Depending on the window system you are running, go to control panel, select add or remove, scroll down until you find Norton Anti-virus, click on the program and click remove. Do the same with Norton's live update. That will un-install the program and you will need to restart the computer for the changes to take place.
If you cannot remove it via Windows Add and Remove Programs tool, Norton provides a free removal tool at their website:

YES IMHO, GET RID OF NORTON! IT IS YOUR MAIN PROBLEM! I HAVE NEVER LIKED NORTON AND HAVE HAD MORE PROBLEMS WITH NORTON THAN ANY OTHER VIRUS SOFTWARE PRODUCTS COMBINED! I DO THIS ON AN EXPERT LEVEL AND HAVE TAUGHT COMPUTER I.T. AND THIS PRODUCT WILL CAUSE HAVOC WITH YOUR COMPUTER BY BLOCKING PROGRAMS YOU WANT TO USE AND PROGRAMS YOU WANT TO DOWNLOAD. HAVE YOU THOUGHT OF USING AVG? IT IS A STRONG PROGRAM AND FREE TO USE AND NOT A PAIN TO USE AND HAS EVERY BIT AS MANY FEATURES AS NORTON.
