Usually beeps mean bad things, first thing i look at is ram. a faulty ram chip can cause a system not to boot, or become unstable. if you have 2 ram chips in your computer try removing one, start the computer, if it still beeps and shuts down, replace it, and remove the other. Same principal applys if you have more than two ram chips.
Caution: computer chips are sensitive to static electricity. When you open your case, do so in an are that does not have carpet. handle ram and other circuit cards by their edges and do not touch chips or exposed metal on them. place chips on something that does not conduct, such as wood or thick paper. phone books and wood tables work well.
Try removing one DIMM (stick of ram), and booting. If that doesn't work, remove the other DIMM (assuming you have two), and try to boot again. If that fails, roll up your sleeves and get to troubleshooting.
Is this a new build? If so, take the motherboard out of the case, leave it on either the motherboard's box that it came in, or anti-static bags, and leave only the power connected to the motherboard. Try booting it to rule out a short coming from a misplaced stand-off inside the case. If it boots, check where your stand-offs are inside the case, making sure none are contacting the actual circuitry on the back of the motherboard.
If all of this fails, you may just have a bad motherboard, contact the manufacturer for RMA procedures.
