Either a power supply fault or there is a fault in the main circuit board. You may find a replacement power unit (they are held in by two clips ) at an electronics recycler or auction site like e-bay, but the main board is not an available part.
Sorry for the very much delayed response due to site changes which modified the notification system.
Anyway, you should try holding first the WASH TEMP DOWN button then the POWER button until there's a beep. If it doesn't work, use WASH TEMP UP instead.
Make sure the Restart feature is turned on and the Recycle feature is turned off if all else fails. During the diagnostic mode use the WATER LEVEL DOWN button to turn RESTART on by pressing the said button until the LOW WATER LEVEL LED turns on. Use the WATER LEVEL UP button to turn RECYCLE off. The MEDIUM WATER LEVEL LED off indicates RECYCLE OFF. To set these modes in EEPROM the Advance button must be held while selecting Restart or Recycle. Power off the machine thereafter to complete the reset.
You can always try a factory reset on your ps3.
This will wipe all the saved games and data from the machine but I have found it to correct most issues with the ps3.
You will need to push the power button to turn on the unit, but keep the power button held down for about 30 seconds. You will hear a beep (resetting the video settings), then 2 more beeps. After the 3rd beep you can let go of the power button and it should take you to the set up screens like you just got it out of the box.
You will lose everything you have saved doing this but it seems to make the system run just like out of the box again. If this does not fix the problem then it most likely is a hardware issue and may need serviced or replaced.
Has sony had you do a factory reset on your ps3? This will wipe all the saved games and data from the machine but I have found it to correct most issues with the ps3.

You could try a video reset on the ps3 or a factory reset. The factory reset will erase all data on the unit, the video reset will now.
The video reset is done by pressing and holding the power button for 3-5 seconds from a power off state, the unit will beep 1 time indicating the video is reset.
Here is how you do a factory reset:

You can try a factory reset if you can get any power at all to the machine. This will wipe all the saved games and data from the machine but I have found it to correct most issues with the ps3.

Turn the power off on the switch on the back, and then back on again. Hold down the power button, keep on holding it down after the first beep, but let go once another couple of beeps sound. It should then take at max a minute but then it should show a screen set up section.
Turn the on button at the top of the device o by pushing it to the left and hold in that position for at least 20 seconds. The device will reset and turn on. This has worked several times for me when the 780 has refused to turn on.
