I want to get an internet connection for my laptop {which is window -7(ultimate) based } through my HTC smart F3188 how I can solve this problem....

If you have an internet connection on your smartphone (via wifi or 3g) and android 2.2 you can activate the wifi hotspot and connect your laptop wirelessly through that hotspot. You would find the wifi hotspot on: Settings>wireless networks>wifi hotspot.
if you prefer something else or you are having android 2.1 i would recommend this guide

I presume that you have a ubs cable that connect your phone and the laptop. When you have made the connection you will most likely be asked what you want to do be connecting the two devices.
If, when you have told them that you want to download your photographs to the laptop. If the correct driver is not installed, you will not be able to download the pics.
