This sounds like a problem with Fifa 08 and not your Playstation 2. Have you tried other games besides Vice City? Have those played ok? If they have then you might want to check the disc for scratches as the Playstation might not be able to read the disc. Try a different copy of the game if you can or try cleaning the disc. If you are unsure how to get rid of scratches try the method below:
One of the best ways to clean a disc in my opinion is with the Toothpaste method. Sounds crazy right? But it actually works. What you'll want to do is put a very small amount of toothpaste on the disc where the scratches are. Use a toothbrush or cloth and wipe the toothpaste around the disc, but make sure not to get the toothpaste too close to the center of the disc. After that's done let the toothpaste sit for a few minutes. After your time is up come back and get a paper towel and remove the toothpaste. If you are having problems doing so you might need to dip your paper towel with a tiny bit of water. Then come back with a dry paper towel to make sure the disc is try. After you've completed these steps your scratches should actually be reduced. Try the disc again and see if that fixes the problem.

There are a number of problems with the Fifa games, and many are beginning to think EA simply doesn't care about the ps2 anymore...
I suggest making sure your disc is near perfectly clean, no marks. Try turning off your ps2, let it sit a couple of mins, then put in your game and try to let it pull it up on its own.
Failing that, I would suggest trying the online version of the game.
That means the cd is not reading. Carefully clean the disc and put it back in. Start the game and if it comes on again, press the reset button and see if it will plat this time. Might have to do it 2 or 3 times, but if it is going to play, it will come on.
