I see that your question is listed under Frigidaire air conditioner and you are inquiring about how to empty the drain bucket. However based on the picture of the model (split-air conditioner) shown above. I do not see it has a drain bucket. May I have your model number please? You can normally find the serial tag (which lists your model number) on the right side of the cabinet on both the inside and outside appliance. With this information I can better address the issue at hand. Thank you!
The easiest way, is to tilt it over slightly when you drain it. But, be very careful doing this, as the unit has caster wheels and you don't want it to get away from you. If you have a helper, so much the better. Remember to always turn the unit OFF & Unplug it, before draining the water from the tank.

Shut the system down and clear out all your drain lines. If your system has no float switches installed anywhere, then you need to have this done to prevent any more issues.
The issue is condensation from your air conditioner not properly draining. This is usually caused by a damaged, or clogged drain hose. The condensation is supposed to drain outside the vehicle by way of a hose on the firewall area.
Yes, there should be a place for the condensate to drain outside. It's apparently clogged and the drip pan is overfilling. Look for a tube or an opening outside where the condensate should be exiting. This needs to be unclogged.
