It's not seeing the takeup reel turning.
Either the takeup reel isn't turning or the takeup reel sensor has malfunctioned.
Check the belt to the takeup reel by doing a fast forward.
Will it fast forward? and is the takeup reel spinning during playback?

Tape slowing down, stops, rest a while and plays a few seconds and then slows down and stops, I feel it is the belts?

Belts, and the pinch roller are common wear parts that should be changed. This could most likely be your problem with this device.

Sony TC-138SD cassette deck starts to play then stops after 3 secs. Same when trying to rewind/fast forward

It sounds like the belt is slipping or broken which monitors the speed of the tape movement. When you play or rewind the tape, it thinks the tape has reached the end of play and shuts off. You can try a different tape to make sure the tape does not have too much tension on it. If the second tape has the same result you will need to remove the top cover of the deck to inspect the tape drive mechanism. Make sure the belts and pulleys are clean and replace any belts which have glazing or cracks. If the belt is broken you will need to replace it with a compatible belt of the same length and width.

Technics 373 Dual Cassette - Playback Stops

Suggest having a good clean and replace belts. If it stops around halfway on a C90 or near the end then there's a load problem on the take up reel, before halfway the supply reel.

Denon Dual Cassette Deck DRW-660 will not eject either tape. I put a tape in right side, played a bit, stopped, will not eject. I put another tape in left side, closed, cannot eject. Cannot eject either....

Some dual decks use a common drive belt. It may have become too slack (due to age) to drive mechanism. I am sure its time to change all belts in both decks. This will solve the problem

Cassette Recorder play problem

Sounds like the tape tension sensor is stuck. The sensor is always telling the mechanism that the tape has reached the end.
