Sorry that I cannot translate this for you, but you just might have to send it in to the manufacturer if it is broken. Or an easier way is to just buy a new one.
BUT FIRST:
Check that the cable is intact.
Check that the cable is plugged in firmly.
Make sure the webcam is not plugged into a faulty plug.

1st You download Webcam Driver.
Como puedo instalar la camara web
After this install the Webcam driver in the system.
Installation of Webcam Driver
Go to the control panel
Click on the System Icon
Click on the Hardware Tab
Click on the Device Manager s
Select the Unknown Device or printer device where yellow Question Marks sign on it.
Right click on it and uninstall it.
After this go to the top of the device manager and click on scan for hardware changes.
Driver installation Wizard start.
Brows Your Driver from the Hard Disk and click on next.

hola asegurese de tener el driver correspondiente instalado, a veces si no lo tienes actualizado o bien usas el default no funciona bien la el motion eye
Ya que usted informa que con la batería sola funciona, pues es de pensar que el cable electrico y el cargador están defectuosos.Compre o pida a un amigo un cable compatible con su LTop y haga una prueba.Si funciona el cable esta dañado.Si no funciona entonces el socket de entrada de el cable esta defectuoso.
