If it is showing a red circle with an X inside, then it means it's hardware issue. If your ipod is under warranty, then you can either call AppleCare and they'll setup a repair or go to nearby Apple Store to get a replacement. Hopefully your ipod is still under warranty, because this is indicative of a hardware problem.

You could try to force it into disk mode and do a restore, if that doesn't work then it needs to be sent in for repair.
