That unit supplies 880 watts of charging power for 24 volts. In the event that there is a larger draw on the current, it would be limited. However the unit is not supplying the whole load so it would be fine.
1. Are you sure the battery is fully charged? You can charge the battery by connecting the Olympus USB cable to the camera and computer. Or using the delivered wall charger. When charging the orange LED on the camera should light. When fully charged, the LED is off. 2. If this does not help you, check if your battery is well seated in the camera. 3. Check if the battery is faulty by replacing it by another one.
This camera has a LiPo battery that is recharged via the USB cable/docking station.
I have to add that this polaroid Zone 310 has a reputation for very short battery life and very short battery charge retention so this may be why you think that it is not charging. In addition, Lipo batteries also have a finite life (some 500 charges / 24months top) before they need to be replaced completetly.
