Scroll down to the subheading - User Guide
Click on the appropriate Windows operating system you are using,
Windows 7, or Windows 8.

Both User Guides are PDF files.
The computer you are using now has Adobe Reader on it, which uses PDF files.
Allow the PDF file to download all the way.

Then go to the Top Left corner, and hover your mouse cursor on it.
You will see > Toggle Sidebar < will briefly appear.
Left-click on Toggle Sidebar

There will now be two icons;
Show Thumbnails on the left, and Show Document Outline on the right.......
Click on > Show Document Outline.

Scroll down the list. Click on the subheading >
Using the action keys.
(The Action keys are the F keys at the top of the Keyboard.
F1 through F12)

Here we see you hold down on the Fn key, (Bottom of Keyboard, second key from Left); and AT THE SAME TIME, tap on the F3 key. The F3 key is the Increase Brightness key.

Does not work?
Then you have a problem with the Backlight, in the LCD screen.

A primer before I go on........

An LCD screen does not produce light. It needs an additional light source.
A Backlight is the additional light source.

A Backlight can be a CCFL, (Or more than one), or a series of LED's.
(Light Emitting Diode)

A CCFL is a Cold Cathode Fluorescent Lamp. (Bulb)
Similar to Fluorescent lighting used in homes, and businesses; but on a MUCH smaller scale.
Average thickness is 2mm. That is a little larger than 1/16th of an Inch.
Average length is almost as long, as the LCD screen is in height.

CCFL backlighting uses a Screen Inverter.
LED backlighting GENERALLY does not use a screen Inverter.
(First models with LED backlighting seemed to use a screen Inverter. Newer models do not)

Your HP 450 Notebook PC uses LED backlighting.
Here we can see an LCD screen replacement example,

https://www.laptopscreen.com/English/model/HP-Compaq/HP~3115m~E-450/

NOTE -> Backlight type: LED
It does NOT use a screen Inverter.
How do I know? I'm looking at the Service Manual right now.
(I use two monitor screens)

You can also look at the Service Manual. It's Free, and available in the Manuals download page where you started.

On the Manuals download page, scroll down to the subheading >
Service and maintenance information.
Click on the blue >
HP 450 Notebook PC and HP 455 Notebook PC - Maintenance and Service Guide (26 Apr 2013)

Page 31 - Display assembly subcomponents

The LED backlighting is built into the LCD screen.
To replace the backlight, you replace the LCD screen.
Need step by step guidance with this, please post back in a Comment.

My air conditioner is leaking water

The air conditioner have water runs into the plastic container and when the container is full of water the weight will switch off the whole unit until you empty this container.
The tube that deliever the water into this plastic container blocked up with dirt that stop the water runs into the container and overfill the condenser drain pan that water runs all over the floor. Clean this condenser pan outlet and the connecting tube then you will be ok.

All LED blinking

try to reset the printer:

- Machine off
- Front cover OPEN
- Switch on the machine while holding down the “GO” button
- Check that the TONER/DRUM/PAPER leds are lighted
- Release the “GO” button and check that all the leds are off
- Press the “GO” button 2 times
- Close the FRONTCOVER
In case of all the leds are flashing on/off, that means the printer hardware fails somewhere. To find out what section fails, you can press down the “go” button and a led will go on.

Toner >> FUSER FAIL
Drum >> LASER UNIT FAIL
Toner + Paper >> MAIN MOTOR FAIL
Paper >> MAIN CONTROLLER BOARD FAIL

If you cannot determine wich led goes on,it seems that the main board is broken.

If I could be of further assistance, let me know. If this helps or solves the issue, please rate it.
Thanks, Joe

After 2 hours of continous work, my hp pavilion dv9500 just looses image and than after30 seconds it frezes the other programs who were still running on my vista ultimate After restart shut down etc I dont...

Its a notebook.
step 1: remove the main battery , run now on the line pack?
step 2 is BIOS screens if they are dead, then the screen is dead.
DV95000 has CCFL back lamps that fail, most this old have.
do the fish light trick next
http://www.pcdied.com/monitors.html#flashlighttest

the bios key is F10, it prompts you every time you turn it on
so if it stops prompting, you lost power, or the screen is dead
BIOS works even with the HDD removed.

does the fan blow , battery out, and power pack plugged in to wall ac power?
does it beep (sounds) or flash Caps lock keys? if yes those are codes. (Morse like codes)

what does this mean,?
"I can still see that my lcd lights up."

you mean LED,s'
get bios working,
first.

GFI plug trips when pluged in, no reset

You are trying to draw too much power from the dedicated electrical line, or you may have an outlet that is needing replaced. Try to use another plug, in another room to test

Can Movincool classic plus 26 AC set the air temperature at below 70 degree F?

aircons normally pull down to approx. 17 degree celcius.and heats to approx 30 degree celcius.  most of the time you need to simply clean the condenser properly and to make sure fans are in good order.
