It does sound like you have a short on the power supply load. Most likely in the horizontal circuit. (Deflection board)
There is a company called PTS (Precision Tuner Service) that may be able to repair the circuit board.
You can look them up on the internet and call and ask them if they can repair this board. It is most likely the board that has the flyback on it. Have your model number and chassis number available when you call.

From memory check resistor R603 its either 2R2 ohm or 2R7ohm, Check the large polyester HV caps for bulging & dry joints.
