You can take the host side battery post off the battery to reset the car. Make sure you check all your fuses first. It could be your dash fuse. If not, you may have an electrical problem in that wiring harness.
Diagrams I have do not show this,all it says is it has a legend on the inside door cap to the fuse panel,I hope this helps,you know there is a fuse/relay box under the hood witch has a legend on the under cover also.
I recommend checking the fuse for the radio. It may be blown. If it is, replace it with another fuse that has the same amperage rating. I believe the fuses will be color coded based on how many amps they are rated at. Just replace it with the same color. The fuse box is located under a panel on the left side of the dash. You access it by opening the driver's side door and gently pulling the panel off. I believe your owner's manual will have a diagram that shows what fuse goes where. There may be a diagram on the back of panel you pull off too.
The flasher relay should be located in the fuse panel on the left end of dasboard which is visible with driver door open and there you will see a panel to remove to gain access.
Have you gone to the wrecking yard to find parts for your 95 intrepid? I know they will have a ton of them. they do here in Denver. I bet they only charge you around $5.00 for it too. Let me know if this helps. Otherwise I can email you a schematic
