The JVC KD-G421 only shows the option to change EXT IN from the CD changer to EXT IN when the current source is FM, AM or Disc . Assuming the J-Link cable that you added is the KS-U57 or KD-US58, the unit is still looking for (and not finding) the CD changer. Press the SRC button repeatedly until you get to FM or AM. (Disc will only show if there is a CD in the CD slot.) Then try pressing and holding Sel. Use the fast forward/up or fast reverse/down to get to EXT IN on the display. Then turn the tuning knob until EXT IN is selected. Press Sel again to save the setting. Now see if the EXT IN is listed when you press the SRC button. Page 13, https://www.manualslib.com/manual/81662/Jvc-Kd-G421.html?page=13#manual , shows the general procedure for setting the preferred setting mode.

Below is the step-by-step procedure for setting the JVC clock. Please note that after you have entered the PSM mode, if you have not pressed a button for about 2 seconds, the radio will automatically exit the mode and return to normal operating mode. In that case, you must restart PSM by holding the "SEL" button until the display changes.
(1). Enter the PSM mode by pressing and holding the
SEL button until the display changes.
(2). Use the rocker switch left/right until "CLOCK
H" is displayed.
(3) Set the clock hours by turning the volume
control up/down.
(4) Press the rocker switch again until "CLOCK M"
is displayed.
(5) Set the clock minutes by turning the volume
control up/down.
(6) Press the SEL button to finish and EXIT.

Try resetting the radio (recessed button under the front panel)

Sounds like you're not getting voltage on the accessory power lead. This is the red wire at the back of the deck, and it supplies power whenever the key is switched on. It's possible that your vehicle's radio fuse is blown.
