SOURCE: runs only via primer bulb
You definitely have a fuel problem. But you will have to take the carburetor off and disassemble it. As far as other carburetor parts failing; yes , but it's probably do to old age or much use. You should first take the carb. apart and clean the all ports with a Den Tek Brush, (used for cleaning teeth), they work great for this job. The smallest particle's can keep the carb. from operating properly. Also, check for a small screen that filters the fuel. It sets down in a larger port. It can get clogged as well, or even blocked completely. If after you have done all of this and it still doesn't work, you will need to purchase a carburetor kit for unit. It will come with various gaskets, a screen, and a needle valve. this should definitely solve your problem. You will also want to change your air filter, (if you haven't already), because if it is old and dry rotted, pieces of the filter can get sucked into the carb. that you just spent an hour or so cleaning. You will then have to disassemble carb. and clean again, NOW THAT WOULD STINK!!
Good luck.

I am not really sure how many lines you replaced. But the fuel line layout on most types of trimmers, weed wackers and lawn mowers are pretty straight forward. There is usually a line inside the gas tank for connecting the fuel strainer\filter. Then a line from the bottom of the tank to the carburetor. This line may also have a fuel filter located on it. On more complicated equipment you may find a breather line that loops back to the carburetor.
Below are a couple of links that might be helpful. The first three are diagrams of a similar 31cc Snapper trimmer and links to other Snapper trimmers. The fourth is to the users manual for your trimmer.
Hope this helps.
