I have on the screen following message: disconnect battery or power supply device in modality safeguard; if i disconnect battery or power supply after that i get the same message and it does not work.

Here's what someone mentioned to do on a web blog:
Question: does you camera have a removable backup battery (usually a
lithium coin cell such as 2016) to hold user settings, such as time
and time zone?

Sometimes taking both batteries out will reset such a problem.
Disconnect the camcorder from any AC supply, remove the regular
battery, then remove the coin cell.

Wait a while before restoring the coin cell. Then replace the
regular battery and try again.

Of course, all user settings will be lost, but that shouldn't be too
hard to redo.

I hope that works, otherwise it sounds like it's new camera - or
repair - time.

Couldn't find anything else on this problem, but hope it helps.

How do I get a jvc camcorder out of safeguard mode. Error 06

Step 1 Look at the camcorder's display to identify if it is in Safeguard Mode. If its display indicates an error number of E01 to E06, your camcorder is in Safeguard Mode.
Step 2 Disconnect your camcorder from its power source and remove its battery by sliding the latch forward and sliding the battery down while pulling it away from the camera's body. Wait at least two minutes before continuing.
Step 3 Remove the camera's cassette by pressing the "Eject" button, waiting for the cassette door to open, and lifting it out of the tape bay. This step is only necessary if the camera indicates the E03 or E04 error code or it tells you to eject and reinsert the tape.
Step 4 Replace the camera's battery, power connection and cassette, and turn the camera on.

Make sure your new battery is charged. Start with the device turned OFF & disconnected from ALL power sources.
- Note: to make sure the device is NOT in standby mode (instead of OFF), press & HOLD the power button (for UP TO 60 seconds) to see if there is a prompt to turn it off.

Press & HOLD the lower-right corner of the touch screen (not the frame)
Continue to HOLD the screen, while switching the power ON.
- You SHOULD see a message on the screen about "clearing user data" after several seconds.
Once you see that message, you can RELEASE pressure on the screen and touch the YES icon.

The device should now Reset. Following any prompts that may appear, and then take the unit to a CLEAR area so that it can find the satellite signals. This can take up to 15 minutes after a reset.

The power is now coming on but error message appears

In the case the encoder position is not shifted
to the next point though the loading motor has
rotated in the loading direction for 4 seconds
or more. This error is defined as [E01].
1. The mechanism is locked during mode shift.
2. The mechanism is locked at the mechanism loading
end, because the encoder position is skipped during
mechanism mode shift.
3. No power is supplied to the loading MDA.

Unit in safeguard mode

You mix te info with Write protected tapes.
Safe guard mode is caused by the motor that takes the tape out of it's case, through the mechanics and past the video head.
If for some reason the electronics detect that it's been done by too much force, the safe guard issue promts.
