HI...
you have activated the ANTI THEFT SYSTEM.
If you have the original key.
you can try desactivate unlocking the trunk.
or unlocking the driver door.
ALL of this if you DON'T have AFTERMARKET alarm.
if you have aftermarket alarm.

1- Put the driver window down.
2- Put the key on switch, run position.
3- leave the key in the switch.
4- Disconnect the battery at least 1 minute.
5- connect the battery and try to start the car.

The positive terminal is located a right front of the strut towel.

SOURCE: horn blowing and car wont start

Same problem on 98 Jetta at about 9 yrs of age.  Wiring harness was an expensive job.  Dealer replaced all wires going to doors so that alarm isn't mistakenly triggered by opening doors.  Dealer offered to remove alarm for a few hundred dollars, but couldn't assure us that the key fob would still open the door locks.  Who wants to give up power locks? My hunch is that wire in driver's door breaks with flexing over 9 years.  Could consider replacing short stretches of wire in hinge of drivers door if you're handy with a soldering iron.

SOURCE: horn starts blowing randomly

do you have a alarm on it. If so you need to disable it or turn it off. Other wise you have a short somewhere in your horn. disconnect the horn under the hood. Its usually upfront and looks llike a flat black circular device that has one wire going to it, unless you have a alarm then it may have more.

SOURCE: the car will not start

replace your battery. Even when a battery is dead it will still have enough juice to operate smal things like the horn and radio, but not enough juice to start the car. If the battery is dead you should still be able to jump start it and take it to autozone and they can check it along with the alternator at the same time.

Sounds like you have a bad key, or a bad sentry immobilizer. Have it tested at the dealership. They may be able to disable the theft system.

Well usually if the outside lights are flashing, the anti-theft alarm has been triggered. But the horn blows too in most cases.

This is the ALARM function that is happening. It may be defective, and it may be that someone has your second set of keys and is goofing around. Rarely, there may be someone in your immediate vicinity that has the same remote code.
I see two choices, trouble shoot or disable the alarm.

I need more information. Do you mean that when you turn the key the horn blows and the lights flash on their own? Does your car have an after market alarm system? If it does you may have a problem with the alarm system. Does the car even make a sound like it is cranking? If not I would join an auto club that has free towing and bring the car to some one that installs aftermarket alarms and stereos and see if they can fix it.

Sounds like the anti-theft system has been activated. The horn would normally blow in conjunction with the flashing lights.

unplug a wire to any of your horns have a test light handy have some body push on the horn button if you see a light flash you have a bad horn if there is no light maybe a fuse or your horn button.

Horn not working

use a test light see if horn getting power,if test light flash when you press horn pad,more likely horn could be bad or hot wire horn see if it works,if no horn need replacing,if test light dont blink when you press horn pad you have blowed fuse or bad horn relay,if both fuse and relay of the horn pad bad have replace whole horn pad with airbag in the steering wheel.

1999 F350 horn blows all on its own...

I think your horn relay is making contact from behind your horn buttons on your steering wheel. Usually as time creeps up the insulation that is placed on the positive lead for the horn gets worn out from constant horn action. If it is worn down the horn is touching a ground and completing the circuit and thus making the horn sound. I would start with that first before getting more technical. Let me know. Gabe
