It is a faulty start capacitor
This is usually located at the rear of the dryer at the right hand side adjacent to the motor.
Gaining access to it depends on the actual model, but in most cases, removing the right hand side panel will give you access to it
However, on some models it is neccesscery to remove the complete cabinet, this is usually on the smaller models.

Drum will not turn unless pushing drum to give helping hand motor turns ok without belt on and the drum spins freely nothing jamming it.It makes a buzzing sound then i turn drum and ok until it stops

If the Drum within a Dryer (I assume that is what your talking about) is not freely splining; then there are two conditions that occur. 1. the drive motor may have over heated and the internal brushes may have bound up the rotational shaft. 2. the drive belt is defective.
Replace either of the two and it should work just fine.

My dryer initially makes a buzzing sound and will not begin the cycle until I give it a few turns manually...

you have a bad motor,if you open the door, hold the door switch in with one hand and spin the drum with the other and have someone else push the start button on and if by helping it to spin it starts usually the motor is bad but i did find on the maytag neptune style dryer that the belt cut into the belt pulley and was holding up the drum and the motor was buzzing like it was bad but like i say usually it's the motor.next time send the brand name and model number and i can help you out better.

Ld lg3788w gas dryer drum won't turn

not a good model number, most likely you have a broken belt as long as it starts, heats but the drum doesn't spin,if you get a buzzing sound and it doesn't start you could have something stuck in the blower wheel, the motor is jammed or the motor is bad,you can open the door, push the door switch in,spin the drum with your other hand and have someone push the start button,if it starts you have a bad motor.
